full time Community Liaison

Founded in 1933, the International Rescue Committee (IRC) is a global leader in providing emergency relief, rehabilitation, post conflict development, human rights protection, resettlement services and advocacy for refugees and other uprooted or affected by violent conflict and oppression. The IRC is committed to restoring hope, freedom, dignity, and self-reliance.

The ICT for Emergencies lab supports IRC’s emergency programs by applying innovative uses of technology that directly help beneficiaries and improve program quality and delivery.

The Community Liaison will be responsible for creating partnerships with other NGOs, defining workflows for content creation for RefugeeInfo by partners, and by liaising with volunteer groups.

The Community Liaison will report directly to the Emergency Technology Solutions Architect (ETSA) – who is responsible for directing the staff at the lab to produce software solutions for problems faced in emergencies; and will also be expected to work closely with the Regional Refugee Representative; and the ICT4E Project – who is responsible for incorporating community-led initiatives into the development of the products built by the lab, both based in Belgrade;


Community Engagement
• Attend Information Management coordination meetings
• Attend tech conferences
• Monitor social media for volunteer groups
• Monitor media reports and humanitarian bulletins for content
• Represent the IRC and RefugeeInfo in social media
• Regularly check in with partners who provide content for RefugeeInfo
• Be a point person for receiving feedback on functionality
• Develop an ICT Lab brand to highlight the work done by the engineering team
• Travel to countries currently affected by the crisis may be necessary

• Be well versed in the operation of the system
• Provide lightweight training on the systems to partners

Reporting and Documentation
• Document onboarding and workflow differences between partners
• Report on issues with the usability of the site raised by end users or other NGOs
• Build presentations to be distributed to wide audiences and/or social media

Other duties as assigned by the ETSA.

• Bachelor's degree in public relations, journalism, communications, or equivalent combination of background and experience
• Knowledge of and presence in social media
• Self-starter – must be productive with minimal direction and flexible to sudden changes in requirements
• Excellent visual design sense regarding clear and accurate presentation of data
• Ability to work in a multi-cultural environment and travel as required to project field sites
• Excellent interpersonal, oral and written communication skills; demonstrated ability to successfully work in a fast-paced environment within and across departments/functions/geographic locations, and develop positive relationships with locally and remote based staff
• Excellent spoken and written English

• Experience developing brands
• Exposure to software
• A good sense of humor
